My country, Nigeria is just venturing into this type of arrangement and the program has highlighted the risks, advantages and disadvantages as well as proposals for sharing ri sks between all stake holders. Risk should be transferred according to ability to manage them- (R. Turner, 2010). My teams presentation is part of my learning curve in team work; it gets better with each assignment. The team studied the case together and agreed on responsibilities of each team member. However, as we progressed some members handled tasks outside their assigned tasks like preparing the final slides. Team members sought and got assistance from other team members during the case study. One of my learning experiences is that presentations should be simple and straight to the point. The right type and amount of graphics should be used. My team also identified and analyzed the risks but did not provide any good plans for avoiding, transferring, mitigating or accepting the risks. It is important to have a practical risk response strategy for a project. It is equally important to update the risk register as the project progresses. During the sensitivity analysis, my team only concentrated on the fuel price and Equity Risk Premium (ERP) instead of analyzing the project sensitivity to all the variables. Sensitivity analysis is a risk reduction strategy as such it should involve all the variables concerned. FBOO is a very difficult concept because although it is built, owned and operated by the private sector, the government always remains involved. In FBOOT arrangements, one disadvantage is risks are not shared based on capability to handle the risks. For example by bundling together construction, operation and maintenance, the companies that are good at construction might not be good at operations and maintenance hence these aspects of the project should not be lumped together. At what point should the asset be transferred to the government? This is usually determined by financial considerations, which is, when the private sector has recovered capital and made profits not according to when the public sector will be more capable of h andling the risks. Hence FBOOT projects are not based on the best possible arrangement, but on the best political framework or the best way of shifting tax between levels of government. Conclusion This paper analyzed Lake Turkana Wind Power Project in terms of benefits, finance, revenue, transportation and risks. Apart from profits, all benefits will accrue to the government. The private sector is taking all the risks on this project. Usage risk should be taken by the government and equipment, maintenance and technology risk should be borne by the equipment suppliers. Government should also bare the risk of delays in approving concessions and licenses. Transportation, marine and delay risks should be insured. Considering the location of the project, there should be contingency reserves and the hurdle rate of IRR should be high. The project is supposed to start electricity generation by June 2011 and is to be completed in July 2012, if all project finance has been secured; government has consistently refused to be part of the funding and the global economic meltdown has reduced sources of credit for investors. This also means that the cost of capital may be high and payback period may be longer. The world is moving towards renewable energy and this project has huge potential to succeed if the factors mentioned in this paper are taken into consideration.

What a stati on chooses to present as newsworthy can play a strong role in how people view their society and the world around them. Often, television news sources have followed a philosophy of if it bleeds, it leads, focusing on violence in urban environments. This violence occurs more frequently in black neighborhoods, resulting in what amounts to essentially as a steady, nightly stream of reports on violence in the inner-city by and among African-Americans. Additionally, the minority groups themselves can develop reactio ns that are turned inward and create a sense of hopelessness, despair, and self-doubt that can lead into even more sociological problems in the form of alcoholism, drug abuse, aggression, and crime. However I do believe that Saddam is in the process of hiding or developing weapons of mass destruction, and that steps necessary steps should be taken that he abides by his peace agreements, and U.N. security resolutions. And unless Iraq attacks the United States directly then I think all action taken against Iraq should be taken through the United Nations. The main reason why I think that war is a bad option, is that as of lately, there is a complete lack of allies willing to support such a war. Especially in Arab states surrounding Iraq, most notably Saudi Arabia. If they do not allow attacks against Iraq to originate from bases within their countries, this seriously handicaps a war with Iraq. Another one of the reasons I am against a war with Iraq is that it would require heavy military commitment. And all those men materiel and SMART bombs are terribly expensive, and the costs would run into the billions of dollars a year. And if a possible war with Iraq extends itself into a long occupation war like some experts suggest, I think it could really hurt the U.S. economy, and cause the American people to lose heart in finishing up what was begun. I think that by judging Saddam Husseins actions that he has previously taken against the U.N. weapons inspectors, and his defiance towards U.N. security resolutions, that he is trying to hide something, and is most likely trying to acquire nuclear, or biological weapons. If I remember correctly, he would limit access to facilities that inspectors wanted to visit, and would generally just harass them. I think one would have to be foolhardy to believe Saddam when he claims that he has not, and is not trying to develop weapons of mass destruction. Abstract Racial profiling has influenced many people across the world; it has been a huge problem which needs to be resolved. The ultimate goal is to minimize this epidemic in hopes people can start raising more awareness about the matter and find a way to make it work. The Authenticity of Racial Profiling and Law Enforcement Researchers believe law enforcement officers tend to prey on people of minority and watch closely in hopes for them to commit crime. Seemingly officers spend more time worrying about minorities than whites. Imaginably a young black male was observed driving by an officer in a nice vehicle going through a white neighborhood. The officer would probably find a reason to pull the driver which is called profiling. A lot of suspects are profiled because of prior history in the system, or stick out due to their environment. â€Å"For example, if someone who is obviously poor is frequently seen in a more affluent neighborhood, such a person may be profiled as someone with possible criminal intent† West Encyclopedia of Law (2005). This activity by law enforcement is unjust; sadly most of the officers believe they can do whatever they please. The citizens of the United States have certain rights to privacy; officers need to identify definite criminals making sure they are absolutely com mitting crimes. The law states that you are innocent until proven guilty in a court of law; hence minorities should remain innocent as well as driven free from prior judgment before found guilty of anything. This conduct ties in with the current understanding of t he crime, now someone just has to find a reasonable solution for both sides. With immense exposure of profiling tirades along came reaction. People believe evidence must be obtained in order to even pursue a suspect. Reasonable suspicion or reasonable doubt is a word an officer might use believing their suspect may have been armed, or a threat to society. Though the officer must be held accountable for the reasons he or she selected to approach the minority. The monumental Supreme Court case Terry vs. Ohio helped to shed tremendous light on the matter. The case pretty much made racial profiling harder to conduct for police. A law was passed because of this case which it made officers have to retain a search warrant in order to search a civilian’s property or belongings. Also law enforcement is unable to stop and frisk someone anywhere they please, for example a high crime area. On the other hand some officials believe racial profiling is necessary because it can save people from criminal activity before it begins, sparing injury to anyone. Protectors of profiling do not approve of the racial component of the matter. Defenders believe identifying tendencies of a criminal and being proactive make a decent officer. Even though my viewpoint does not approve of the defenders, the opinion has to be shared and addressed.
